Voice quality degrades two minutes after screen off

I have selected a voice that requires network connection and it works well until the screen goes off (or I lock the phone manually), then, after 2 minutes, the voice switches to lower quality. If I unlock my phone, it goes back to high quality voice.

I made sure that the battery usage for the application is not optimized. What else can it be?

Probably some kind of battery saving or bandwidth saving kicks in on your phone. Check all the system setting for both @Voice app, the TTS engine you are using, and in the generic battery settings, if there is any limitations on connectivity, particularly with screen off. Hard to advise precisely without having this device here and seeing all the available settings.
Also visit https://dontkillmyapp.com, then press on your phone type, see if there will be any helpful suggestions.

    Thanks Greg!

It seems that getting ready of battery optimization for "Speech services by Google" did the trick.

BTW, this was on a Google pixel.
