How do I highlight text?

I captured a part of a User's Manual.  I wanted to make part of the text that I captured stand out, so I thought I'd highlight it in yellow.  That is, the text would remain black, but the background would be yellow.  I set the "background or shape fill color" to light yellow, and I then tried various shapes and fills to try to get something that would do what I want, but I failed.  I then went into Help and searched on "highlight," and I found the following: "Click to select this tool, then outline a region on your image.  This area will be "filtered" through whatever color is selected to highlight a particular image region. The region will look as if the selected color was painted over it using a translucent medium. "  This sounds promising, but I have no idea what "select this tool" refers to.  What tool? 

Sorry to be so dense.  I'd be most grateful for some help with this.

I thought the Highlight feature was not used too often, so I have hidden it under "more shapes..." button on the "Edit" tab of the ribbon. See image below where to find it. Sorry about the "Help" file, we're still working on it...

Thanks very much, Greg.  You did a good job of hiding "highlight"   I doubt I would have found it without your helpful response and screenshot.
