This is no longer possible under Android 10 and higher - Google changed the system, blocking access to copied text for background apps. Now only the app that is currently on the screen and with which the user is interacting, can access copied text. They did this for security reasons, imagining that some invisible apps could spy on text you copy to steal sensitive information, e.g. passwords, credit card numbers etc.
Alternatives - Select some text in another app, then instead of copying it - press "Share" button on the floating toolbar. It is often represented as 3 connected dots in < shape. Then on the list of target apps press on @Voice. Or copy the text, then pull down notifications from the top of screen, and press the round button at right to paste text into @Voice app. In both cases @Voice app will be started and shown on screen. Then is has permission to read the text you copied, so it will display this text on the screen and start reading it aloud.
