App changes function of phone volume buttons?

When @VA has a document open, my phone's volume buttons change to control text scrolling, though only when text is not currently being read. Is there a way to disable this so they function as volume buttons at all times?

    When the app is reading aloud, the volume buttons work normally, control the volume. When it's silent and you are reading from the screen, they scroll text. You may turn this feature off under @Voice Settings menu - Screen and sleep timer settings - un-check the option "Turn pages with volume rocker..."
