scale versus resize? clarify please?

question
i take default large (3000 x 2000 ) pictures with my phone, canon camera, etc.
I then use hypersnap to SCALE the pictures to about 70% of their original, to decrease the file size, etc.
 
is SCALING the same as resizing, or is SCALING just removing some of the image detail (I note that the file size decreases much more than the percent of scaling)
 
reasoon I ask is that there is a program, image-resizer, that resizes to specific size.
since they use the term resize, and hypersnap has scaling, I wanted to get clarification.
if they are the same, then i'll stick with hypersnap

    The "Resize" function on HyperSnap 8 ribbon or menu is somewhat mis-named. What it really does is cropping the underlying image (canvas) if you enter size smaller than original, or expanding it with blank space when you enter dimensions bigger than original.
     
    Scale will just magnify or reduce the image by a given factor. This does affect image quality, for example if you reduce the image to 50% size, the text will be harder to read etc. Scaling it back 2x will not recover the lost pixels, things will become "fuzzy"

    thaks for reply.  please further clarify -
    is SCALE thus keeping the FULL IMAGE, but just shrinking it (a reverse magnifiying glass).
     
    whereas RESIZE is actually a CROPPING tool....??
     
    SO, when I run this command line,
    for %f in (*.jpg) do start/wait "x" "c:\users\user01\PortApps2\HyperSnap 8\HprSnap8.exe" -open "%f" -scale:70 -save:jpg:q90 "M:\zzWorking\HyperSnap\zzScaled_%f",
    I am just DE-MAGNIFYING it, shrinking it from an "8 x 10" to a "4 x 6", but keeping all the same view  ??

    Yes the scale command you quoted will keep the entire view, just shrink it to 70% of the original size.
