You can hide tools from the ribbon with "Customize..." function. Here is how to do this interactively, then you could observe the changes it does in the registry and maybe write a script to enter such change for other users (note: if you change registry settings of HyperSnap 8, the program must not be running at that time):
On the "Quick access toolbar" (left side of the title bar) click the right-most button with triangle pointing down to show "Customize" menu. Click "More commands" in that menu. Click "Customize Ribbon" in the left hand panel. In the right-most panel, make sure that "Main Tabs" are selected at the top. Below it, expand "Image" branch. It will have 5 sub-branches, the last one without any title. If you expand this untitled branch, you'll see "User tools...". Click to highlight that untitled branch immediately under "Image", then click "<< Remove" button in the center, click OK. The "User tools" button will be hidden. If you want to examine what changes were made in the registry, first exit HyperSnap 8 completely via File/Exit menu, then look at this key and sub-keys in the registry:
HKEY_CURRENT_USER\SOFTWARE\Hyperionics\HyperSnap 8
It will be probably somewhere under Settings80 key, but I don't know where exactly, some binary values ...
