For example sentence with both Chinese and english characters
"Hello" "你好". When @voice read this it always either skip the "hello" part or speak as it's Chinese pronounce

For this you would need a TTS engine and voice that can read two languages at once. I don't think too many (if any at all) such voices exist. Maybe if you are using a Chinese TTS voice, it will be able to read aloud an occasional English word or phrase (with Chinese accent). English TTS voices will just ignore non-Latin characters. Maybe in the future there will be more multi-language voices... Of course, it won't be me, who creates them, but big teams of linguistic and programming experts.

Is it possible to switch TTS engine language setting based on "lang" tag?

Possibly I could do this, but it would not work right for foreign words inserted into sentences. For the example you gave you would hear "Hello" in one voice (sounding like different person), then a significant pause to switch the TTS voice, then you would here someone else saying "你好". Any intonation that would be natural in such sentence would be also completely lost. It would sound most unnatural.

It would make sense only for whole sentences in a different language, or longer passages.

Switching between, for example, English, Russian and Thai would be very easy because their charsets are different, just by assigning the Latin charset to English, Cyrillic to Russian etc.
Is it possible to implement this feature in your program?
And, actually, I don't care about pauses to switch between the TTS voice or unnatural intonation: synthesized voice sounds unnaturally anyway. It all doesn't matter. The text will be spoken correctly: that is what really matters.
In my opinion, such a feature would be really helpful!
