The 96 dpi value is probably still correct for 1920x1080 monitors, but it's a messy issue, whatever the system reports on any monitor to the programs may be quite off the correct value for any particular monitor. If you capture some image, try to print it at 100% scaling factor and it comes up significantly larger or smaller than it looked on the monitor, you may adjust the resolution under the Image ribbon tab - Resolution, to the correct dpi value, and mark the option to "Use as default for future images captured from the screen". HyperSnap will then remember this preferred resolution.
What the scanning interface does depends on the particular scanner and the software (drivers) it provides. Ideally they should remember the resolution you set last time and offer it as the default for the next scan, but they rarely do. They should also pass the resolution value you have set, e.g. 150 dpi, in the scanned image, as they exchange info in image files like JPEG or PNG, which do have optional fields to provide the resolution. Again, they rarely do this, so that when the scan result comes to HyperSnap software, it has no idea which resolution you have selected. It's an imperfect world, sigh...
